Services
EPR makes sellers help pay to collect and recycle their packaging. Ship to buyers in Germany and you register in the LUCID Packaging Register. In France, you hold a unique identifier for each scheme. We register you and file the reports.
VAT+ is powered by VATAi (VATAI Technology SRL). Their tax specialists file for you. We stay your contact.
In Germany, the marketplace must check that you are registered.
The German packaging register says a platform must get your LUCID registration and your self-certification before you use it. Without that evidence, your packaged products may not be offered on the platform.
Amazon asks for proof too: your LUCID number in Germany, and your unique identification numbers in France.
If Amazon considers you non-compliant, its EPR page says, it may deactivate the listings concerned or comply on your behalf.
Across the EU, platforms do not yet have to ask for an EPR number, the European Commission says.
Once the new national registers are ready, you will have to give the platform your national registration number before you use it.
EPR stands for extended producer responsibility. The European Commission puts it in one line: businesses placing packaged goods on the market must help cover the cost of collecting and recycling that packaging.
In practice, you:
Countries add their own categories. Amazon’s EPR page names packaging, electrical and electronic equipment and batteries as the most common.
| What the official source says | Source | |
|---|---|---|
| Packaging, shipped to Germany from abroad | If your company is outside Germany and you ship packaged goods directly to end users in Germany, you are the producer of the shipping packaging you use, boxes included. You must register in the LUCID Packaging Register and appoint an authorised representative. | Zentrale Stelle Verpackungsregister |
| Electrical goods sold into Germany | A company outside Germany that sells electrical or electronic equipment to end users in Germany counts as its producer under German law. A producer’s obligations start with registration at stiftung ear. | stiftung ear |
| France | Companies subject to a French producer-responsibility (REP) scheme, which can include sellers and importers, must be registered and hold a unique identifier for each scheme. Household packaging is one of them. | Service Public Entreprendre |
Since August 2026, the Commission says, every EU country requires a seller from another country to appoint an authorised representative for packaging.
The Commission has proposed to suspend that for small businesses. It has asked countries not to sanction sellers while it examines the proposal.
The five-question checker shows which of these rules your own answers trigger.

Questions
Yes. Germany’s packaging register counts shipping boxes and bags as transport packaging, along with labels, adhesive tape and filler such as plastic film or wrapping tissue.
It says packaging used to ship goods to end users is always subject to system participation, without exception.
If you are the producer of your packaging, yes. Germany’s packaging register says there is no de minimis threshold or exemption for companies with low packaging volumes, if you operate commercially.
Since August 12, 2026, a company outside Germany that ships packaged goods direct to end users there is the producer of its shipping packaging. Any other online seller has to work out whether it is the producer.
Our five-question checker shows which rule your answers trigger. Small producers get lighter reporting: under 10 tonnes of packaging in Germany last year, you may file one year-end report by June 1.
Your registration number in Germany’s LUCID Packaging Register. Amazon calls it a 13-digit number and asks for it as proof of packaging compliance in Germany.
The register is public, so platforms can check your status, and the register charges nothing for registering or reporting.
The IDU (identifiant unique). The French government’s business portal says a company under a producer-responsibility scheme must be registered with the environment ministry, which issues the IDU.
The eco-organisation you pay into registers you and passes the number on. You need one for each scheme, shown in your terms of sale and on your website.
The money you pay a national recycling scheme. In Germany you sign an agreement with a system operator to finance the recycling of your packaging.
In France, Amazon’s EPR page says, you pay eco-contributions to an éco-organisme for each category you sell. The minimum contribution is an official fee, paid on top of our service price.
It depends on the country. In Germany, you file each volume report in LUCID as well as with your system operator, at the rhythm your agreement sets, and last year’s actual volumes are due by June 1.
In France, you report to your éco-organisme once a year, before a date it sets.
Check the money-back guarantee on this page before you pay, and ask us about anything it does not answer.
